Who does PLA discriminate against, if anyone can bid, win and execute work?  &lt;BR/&gt;&lt;BR/&gt;Many PLA's have liquidated damages against unions if they strike and methods to force them to the negotiation table. &lt;BR/&gt;&lt;BR/&gt;I think you should research this subject before you comment on it. It seems to me the issue is really the PLA.  Does a PLA allow open competition? (No).  Does a PLA discriminate? (Yes).  Does a PLA really offer “labor harmony” or guarantee no strikes or work stoppage? (No).
